This has not actually been tried. Every time the private sector tries to build something that's actually big enough to make a dent in this mess, it gets shot down by city halls who make it into a protracted multi-year legal battle.
You don't have to believe the for-profit builders, not-for-profits like Housing Now will tell you the same thing: the reason they can't build enough housing is that city halls have basically made it illegal.
Which is why it shouldn't surprise anybody that all the for-profit builders are crooks.
