Andrii Yermak, Head of the Ukrainian President’s Office, may be behind a series of possible personnel changes in the Ukrainian government in the near future.

Source: The Economist in the article Ukraine’s political infighting gets nasty

Details: The article is devoted to political developments in Ukraine amid the ongoing war with Russia and a decline in military aid from the United States.

Journalists report that Yermak plays a key role in attempts to remove a number of high-ranking officials and promote people loyal to him. This particularly concerns a corruption case against Deputy Prime Minister Oleksii Chernyshov, the possible replacement of Prime Minister Denys Shmyhal with Economy Minister Yuliia Svyrydenko and repeated attempts to remove the head of Ukraine’s Defence Intelligence, Kyrylo Budanov.

Quote: "There is no evidence Yermak ordered the probe into Chernyshov. For over a year, detectives have been investigating claims that the deputy prime minister’s associates bought cut-price apartments in a project he green-lit. But three officials, speaking anonymously, say that Yermak wielded his influence by deliberately letting the case progress, while freezing others. Chernyshov’s real offence, they claim, was that he got in Yermak’s way. First, he tried to offer himself as an alternative conduit for American relations. Second, his downfall cleared the field for the promotion of Svyrydenko, a politician closely associated with Yermak."

Details: According to The Economist, alongside efforts to replace Prime Minister Shmyhal, personnel changes are planned in the ministries of education, health, culture, social policy and possibly finance. One high-ranking official remarked, "Andrii is completing what he sees as unfinished business. The [vast majority] of the people are his."

The Economist also asserts that Yermak is attempting to remove Ukraine’s spy chief, Kyrylo Budanov, for the ninth time, but he remains in office.

Sources close to Yermak call Budanov an "erratic revolutionary" who is supposedly building his own political team. "Ninety percent of the [president’s] office think he’s mad and ten percent think he’s a genius," one of the insiders reports.

Budanov’s supporters, on the contrary, call him a devoted statesman and one of the few who is able to tell the president an unpleasant truth.

Quote: "But by mid-June, many of them feared Yermak’s ‘ninth try’ at ousting him [Budanov – ed.] would succeed. That turned out to be premature. With his customary mix of coercion and guile, General Budanov secured another stay of execution."

Details: The Economist reports that repeated warnings from the White House not to fire Budanov may have played a role in this, at least for now.

Budanov’s tenure shows that President Zelenskyy still has the final say in personnel decisions, despite Yermak’s significant influence. The Economist notes that Yermak’s power stems more from his close, codependent relationship with Zelenskyy than from any independent political standing.

The Economist writes that Yermak can control a significant part of information flows to President Zelenskyy, up to 85%, according to some estimates, which fosters an atmosphere of rumours and conspiracies in power circles.

Background:

Sources told Ukrainska Pravda that government reshuffles are planned for July. Deputy Prime Minister Yuliia Svyrydenko is expected to be appointed prime minister. Ukrainska Pravda has found that she intends to bring three close associates with her into the government. It also emerged that the Ministry of National Unity, headed by Deputy Prime Minister Oleksii Chernyshov, could be scrapped.Meanwhile, Defence Minister Rustem Umierov will remain in his position when the government changes; his resignation has "lost its initial appeal".

President Volodymyr Zelenskyy has signed a decree introducing sanctions against individuals and legal entities that have helped Russia withdraw assets through cryptocurrency.

Source: decree published on the website of the Office of the President

Details: Sanctions were introduced against 60 companies, 55 of which are residents of the Russian Federation.

According to Vladyslav Vlasiuk, Zelenskyy’s Commissioner for Sanctions Policy:

19 of the sanctioned entities are major cryptocurrency miners involved in schemes to bypass sanctions;17 are operators of information systems for issuing digital financial assets, some of which are already under US sanctions;19 are part of Russia's financial infrastructure: manufacturers of payment equipment, organisers of blocked asset exchanges and intermediaries for international payments under sanctions;5 are crypto exchange operators involved in sanctions evasion.

The list also includes five companies that are not residents of the Russian Federation but are involved in helping it evade restrictions, some of which are already subject to US sanctions.

TOKENTRUST HOLDINGS LIMITED (Cyprus) – under US sanctions since 25 March 2024;EXMO RBC LTD (Kazakhstan) – operator of the EXMO.me crypto exchange, active in the markets of Russia, Belarus and Kazakhstan and involved in sanctions circumvention;AWX Solutions FZ-LLC (UAE) – operates the crypto exchange AWX.pro (formerly AWEX), under US sanctions;Crypto Explorer DMCC (UAE) – under US sanctions, operates the AWEX exchange and facilitates the conversion of cryptocurrencies, roubles and dirhams in the UAE;Bitpapa IC FZC LLC (UAE) – a peer-to-peer crypto exchange aimed at Russian users, under US sanctions.

Sanctions were also introduced against 73 individuals who are managers and owners of sanctioned companies and officials of the Central Bank of the Russian Federation.

A full list is available in the sanctions register of Ukraine’s National Security and Defence Council. The restrictions provide for asset freezes and a ban on economic activity in Ukraine.

Quote from Zelenskyy: "This is both a synchronisation with our partners and our own initiative. Just through one single company [LLC A7 – ed.], now included in the sanctions list, and only since the beginning of this year, that is, prior to the sanctions being imposed, the Russians funnelled several billion dollars, primarily for the needs of their military-industrial complex.

Of course, we will shut down all such schemes. Right now, with many of Russia’s traditional financial channels blocked, they are increasingly shifting to cryptocurrency transactions."

The Commercial Court of Kyiv has ordered the Russian Federation to pay JSC URD Ukrainian Roads, owned by MP Serhii Labaziuk, UAH 83.75 million (approx. US$2.02 million) in material losses for the loss of a mineral powder plant and machinery in Kherson Oblast.

Source: Kyiv’s Commercial Court decision on 16 June

Details: JSC URD Ukrainian Roads filed a lawsuit against the Russian Federation, represented by the Ministry of Justice of the Russian Federation, for UAH 374.93 million (US$9.04 million), including UAH 291.18 million (US$7.02 million) of lost profits.

The court decided that in 2022, after the start of Russia’s full-scale war against Ukraine, the company lost its mineral powder plant and 33 vehicles, which were mainly intended for road construction and repair. The losses occurred in Nova Kakhovka and other settlements of Kherson Oblast that were temporarily occupied by Russia. The amount of material losses reached UAH 83.75 million (US$2.02 million).

The court rejected the demand of JSC URD Ukrainian Roads to collect UAH 291.18 million (US$7.02 million) of lost profits from Russia. This concerned unfulfilled state orders regarding the construction, repair of roads and services for their operational maintenance.

The court concluded that the company had failed to support this with evidence and that the amounts provided were hypothetical assumptions of such losses, which were of an abstract nature.

Quote: "In addition, the plaintiff has not proven that the amount of the reports in the form of lost profit could really have been received by him if not for the wrongful actions of the defendant."

For reference: JSC URD Ukrainian Roads (formerly called Khmelnytskyi ShBU No. 56) is registered in the city of Khmelnytskyi. The beneficiary is Serhii Labaziuk.

Labaziuk is an MP of Ukraine of the VII, VIII, and IX convocations, a member of the Verkhovna Rada Committee on Agrarian and Land Policy and a member of the temporary special parliamentary commission on investor protection rights. He represents the parliamentary group Party For the Future.

Background: Law enforcement officers suspected Labaziuk and his accomplice of bribing former Deputy Prime Minister and Minister of Community, Territory and Infrastructure Development Oleksandr Kubrakov and former head of the State Agency for Infrastructure Restoration and Development Mustafa Nayyem.
