Germany has signed its first contract to finance military production in Ukraine, specifically long-range drones used to strike targets in Russia.

Source: European Pravda, citing Welt

Details: Welt reports that Germany is funding the production of over 500 An-196 Lyutyi drones, which have a 1,200-kilometre range and carry approximately 50-kilogram explosive payloads. The drones are expected to be operational in the coming months.

Kremlin leader Vladimir Putin has signed a decree allowing new foreign investors to put money into Russia without restrictions on capital outflows.

Source: Bloomberg

Details: The decree permits investors from abroad – including those from so-called "unfriendly" countries – to invest in Russian financial assets without having to place their funds in blocked Type C accounts.

Foreigners investing in Russian securities for the first time will now be able to use Type IN accounts, enabling them to repatriate profits freely. However, restrictions remain in place on already frozen assets.

Since the start of the full-scale war, Russia has imposed capital controls and frozen tens of billions of dollars in foreign assets. The new decree aims to attract more foreign currency amid financial pressure and sanctions.

The new rules do not apply to existing investors, whose assets remain blocked in Type C accounts.

Kremlin spokesman Dmitry Peskov has attempted to prove that Russia is interested in peace negotiations following accusations by Keith Kellogg, US President Donald Trump's Special Envoy for Ukraine, that Moscow is deliberately stalling the process.

Source: Peskov at a briefing on Tuesday 1 July, as quoted by RBC (RosBusinessConsulting) and reported by European Pravda

Details: Kellogg had rejected Peskov’s earlier claim that further peace talks depend on Ukraine and the United States. Kellogg had described Peskov’s words as "Orwellian" and urged Russia to stop "stalling for time while it bombs civilian targets in Ukraine".

Peskov said no one is stalling the negotiations between Ukraine and Russia.

Quote from Peskov: "Of course, we are primarily interested in achieving the goals and objectives that we are pursuing through the special military operation [this is how Russians refer to their unprovoked war of aggression against Ukraine – ed.] by political and diplomatic means, so we are not interested in delaying anything."

Details: Peskov also said that the agreements reached at the second meeting in Istanbul are still being implemented and added, "From there, the next step is simply to meet again".

"When all prior humanitarian agreements are fulfilled, the parties will meet and continue the discussion," he stated.

Background:

The most recent, second round of talks in Istanbul took place on 2 June. During that meeting, Russia handed Ukraine a memorandum containing a set of unacceptable ultimatums.Kremlin leader Vladimir Putin later said that Moscow is ready for another meeting with the Ukrainian delegation.

Russian forces occupied 556 sq km of Ukrainian territory in June, marking the largest monthly figure in 2025.

Source: DeepState, a Ukrainian group of military analysts

Quote: "The trend from May, unfortunately, continued in June. As a reminder, during the most critical month for us – November – the Russians advanced by 730 sq km.

The largest advances were recorded on the Novopavlivka and Pokrovsk fronts – 29% and 27% respectively. Sumy Oblast also ranks among the top with 18%. This means three-quarters of all advances took place in just three areas. The remaining quarter is distributed almost evenly across other sectors of the front (4–6% per sector)."

*Dynamics of Russian occupation by month, in square kilometres.*Infographic: DeepState

Details: The analysts note that the Russian advance is "driven by manpower shortages, which are now critical for both sides". Meanwhile, there has been a decline in the number of mechanised assaults.

"Enemy assaults involving just one to three infantrymen are no longer surprising. However, the number of such groups remains significant," the analysts say.

Russian forces have started using FPV drones equipped with solar panels on the front line, according to Ukrainian radio technology specialist Serhii Beskrestnov, alias Flash.

Source: Serhii "Flash" Beskrestnov, a specialist in military radio technology, as reported by Mezha Media, a technology and IT news platform within Ukrainska Pravda's holding company

Details: Beskrestnov shared an image of a kamikaze drone with a solar panel mounted on its frame, consisting of two folding parts. He noted that this is not the first such drone observed at the front.

The expert explained that the solar panel cannot power the drone during flight but enables operators to use the drone for ambushes, allowing it to wait for targets with extended operational time.

Background:

Recently, Ukrainian forces reported the first use of Russian V2U kamikaze drones in Kharkiv Oblast. These mass-produced, user-friendly drones can, in their latest version, strike targets up to 100 kilometres away.Ukraine’s Defence Intelligence examined a downed Iranian-designed Shahed drone in Sumy Oblast, revealing it contained foreign components, including a Japanese Sony sensor and Chinese-made parts, but no evidence of AI guidance or an American computer. In June 2025, Kharkiv suffered the highest number of air attacks since the start of Russia’s full-scale invasion – 142 strikes.

Source: Kharkiv Mayor Ihor Terekhov on social media

Quote: "In June, we recorded an absolute monthly anti-record for the number of air attacks on Kharkiv since the beginning of the war. These included missile strikes, drone attacks, airstrikes and more. You can see the statistics in the chart.

The cost is horrific. Over the month, we lost 15 civilians. Another 157 people were injured, including 25 children."

Details: The mayor separately mentioned the largest single combined attack on the city, which took place on 7 June. On that day, a major civilian facility producing soft containers for agricultural goods came under direct fire.

The explosions caused a large fire and a collapse of structures. The building was left in ruins. Firefighting efforts continued non-stop for 12 days. Two people were rescued. The bodies of six other employees were recovered from the rubble.

Terekhov said that the level of danger and technical complexity of the situation was comparable to the tragedy at the Epicentr hardware store.

The mayor added that Kharkiv residents, utility workers, emergency services, medics, volunteers and businesses are all operating at their limits.

He once again urged people not to ignore air-raid warnings: go down into the metro, head to shelters, and follow the two-wall rule if they stay home [the two-wall rule is a safety rule whereby a person keeps two windowless walls between them and the street during attacks – ed.].

The results of consultations conducted by Hungary on assessing Ukraine's potential accession to the European Union are not binding, but the European Commission takes them into account.

Source: European Commission spokesman Guillaume Mercier on 1 July, as reported by European Pravda

Details: The national consultations in Hungary, in which the majority of participants supposedly voted against Ukraine's membership in the EU, are not binding, but the European Commission has taken their results into account.

"On the national consultation that took place in Hungary, our position is very clear. We take note of the results of this national consultation. The Hungarian government called and organised this non-binding consultation, and, as you know, national consultations are a matter for the national authorities," he said.

Mercier added that now the Hungarian government should "explain how they would like to take it forward".

"On our side, things are really clear. As we speak, Ukraine is delivering on reforms in the most difficult circumstances that one can imagine. The Commission has assessed that Ukraine has met the criteria to open the first cluster, so the cluster on the fundamentals," Mercier noted.

He also said that Brussels had positively assessed Ukraine's plan for the integration of national minorities, which addresses the concerns of its neighbours.

"We have always defended a merit-based approach when it comes to accession. And there’s no objective reasons in this case to object to the opening of the cluster one on fundamentals. So when a candidate country is held back for no objective reasons despite meeting the criteria, the entire enlargement process loses its credibility," Mercier said.

"So we really hope that we can still open the first cluster, and very soon," he added.

Background:

Following the EU summit, the Ukrainian government is still awaiting the opening of the first negotiation cluster. It should be noted that the European Council summit on 26 June was unable to reach a consensus on relations and further rapprochement with Ukraine due to Hungary's veto.

In June, the Russian manufacturing sector contracted at the sharpest rate in three years, with declines in production, new orders, and employment, according to a business activity survey.

Source: The Moscow Times, citing the S&P Global Purchasing Managers' Index

Details: In regard to the Russian manufacturing sector, the index fell to 47.5 in June from 50.2 in May, dropping below the 50-point mark again and indicating a decline in business activity after just one month of growth.

This is the sharpest decline in the index since March 2022, when Russia launched its full-scale invasion of Ukraine, after which the West imposed sanctions against Russia.

Production has been declining for the fourth month in a row, and new orders have fallen after growing in May.

"The decline in new work volumes is attributed to lower customer purchasing power and weak customer demand," S&P Global said in a statement.

Russia's significant spending on weapons initially contributed to the expansion of the industrial sector, but industrial production began to slow last year.

In June, new export orders declined at the fastest rate since November 2022. According to S&P Global, unfavourable exchange rates affected competitiveness in key export markets.

Employment fell for the second time in three months as manufacturers began prioritising the reduction of costs. The pace of job cuts was the sharpest since April 2022, reflecting lower production needs.

Background:

Earlier it was reported that Russia is gradually exhausting its macroeconomic reserves, in particular the National Welfare Fund (NWF), but its potential for further financing of aggression remains. The Kremlin plans to cut defence spending, which has reached record levels since the days of the USSR.German Gref, head of Russia's Sberbank, said that the Russian economy is entering a period of difficult trials. And the difficulties in the Russian economy due to military spending, inflation and high interest rates will continue in 2026.Russian banks are becoming increasingly concerned about the amount of bad debt on their balance sheets. They are privately sounding the alarm that more and more corporate and private customers are relying on loans due to high interest rates. The coal industry in Russia is in the midst of a severe crisis, described as the worst since the 1990s. UK intelligence has analysed Ukraine’s recent strike on the Marinovka airfield in Russia’s Volgograd Oblast.

Source: UK Defence Intelligence update dated 1 July on X (Twitter), as reported by European Pravda

Details: The update states that at least two Russian Su-34 fighter-bombers were almost certainly destroyed in the drone attack, with another two possibly destroyed or damaged, according to unconfirmed reports.

The Marinovka airfield is located over 270 km from the Ukrainian border and about 440 km from the current line of contact.

The airfield is used daily by Russia for combat operations and also serves as a backup facility for relocating aircraft when other airfields are under threat. Su-34 aircraft were moved to Marinovka from the Morozovsk airfield after a Ukrainian drone strike in August 2024.

Quote: "Despite these dispersal efforts to protect their aircraft, Russian aviation remains vulnerable to Ukrainian UAS attacks."

That same weekend, Ukraine also successfully struck the Kirovske airfield in occupied Crimea and an artillery ammunition depot in Russia’s Bryansk.

Russia has lost over 30 Su-34 aircraft during the war against Ukraine. In total, more than 135 Russian aircraft have been lost in combat operations, the update concludes.

Background:

UK intelligence has also recently reported a growing scale of unauthorised military desertions within Russian forces. In a previous update, UK intelligence noted that the conflict between Israel and Iran poses challenges to Russia, though the Kremlin also sees some benefits.

Defence Intelligence of Ukraine has released footage showing Ukrainian UJ-26 Bober drones equipped with thermal imaging cameras, striking multiple Russian air defence systems and an aircraft in occupied Crimea.

Source: Defence Intelligence of Ukraine (DIU)

Details: The video captures successful strikes on a Pantsir-S1 air defence system with its crew, a Niobiy-SV radar system, a Pechora-3 coastal radar, a Protivnik-GE radar and a Russian Navy Su-30 fighter jet at the airfield in the city of Saky. The footage also shows a Bober drone evading Russian air defence missiles and continuing its course towards its target.

An important update to the drone is its new catapult launch system, which was demonstrated in the footage. Previously, Bober drones were launched from prepared ground airstrips and retained landing gear throughout the flight, which negatively affected speed and aerodynamic performance.

The UJ-26 Bober UAV is one of the first long-range drones in service with Ukraine’s defence forces. It is capable of flying up to 800 kilometres at a speed of 200 km/h, carrying a warhead of approximately 20 kg.

Background: European countries have previously expressed readiness to finance and produce Ukrainian drones on their territory. For instance, the Netherlands has signed contracts with Ukrainian companies for 600,000 drones, allocating €500 million for the initiative.

The Swedish government will review the structure of economic aid provided to other countries, which will set an extra SEK 1.67 billion (about €150 million) towards aid for Ukraine and other humanitarian actions.

Details: The Swedish government said that the changes being made to the aid budget are considered necessary in view of the changing situation in the world.

"We live in a turbulent world with many crises. In many places, including Ukraine, Sudan, Gaza and Yemen, the human suffering is enormous. The situation in many countries has been made even worse by the US decision to suspend some of its aid. That is why Sweden has decided to come up with a comprehensive review of the aid budget priorities for 2025," said Benjamin Dousa, Sweden’s Minister for Foreign Trade and International Cooperation.

Dousa said that an additional SEK 1.67 billion (€149.8 million) will be allocated to support Ukraine and save lives around the world.

"Sweden cannot compensate for the reduction in US aid, but we must do everything in our power to support Ukraine and save lives," Dousa said.

This re-prioritisation will affect all geographical areas of expenditure except Ukraine and the surrounding regions.

"An important reason for the release of funds is the need to continue to support Ukraine. Supporting Ukraine and its neighbouring regions is vital for Europe," Dousa said.

The minister added that Ukraine is a key priority for Sweden.

"More support is needed to stand up to Russia, which has no problem targeting playgrounds, hospitals, schools and houses. Ukraine is fighting not only for its freedom but also for the freedom of Europe," Dousa concluded.

Background:

In early June, Sweden announced a €50 million contribution to the NATO NSATU (NATO Security Assistance and Training for Ukraine) and NATO CAP (Comprehensive Assistance Package) projects for Ukraine, which provide training for the Ukrainian military and support to Ukraine. In addition, Sweden joined the electronic warfare coalition and became its co-chair at the invitation of Germany.
