Kyiv bid farewell on 3 July to Hero of Ukraine Maksym Ustymenko, an F-16 pilot killed in action during a large-scale Russian attack on Ukraine.

Source: Suspilne, a Ukrainian public broadcaster

Details: Suspilne noted that Ustymenko was one of 15 graduates in 2016, when Ukraine was able to graduate a brigade of pilots of MiG-29 fighters and Su-25 attack aircraft for the first time.

"I know each of those fifteen," says Brigadier General Serhii Holubtsov, Deputy Commander of the Ukrainian Air Force. "Unfortunately, six of them have been killed in action. Maksym will be buried in Kyiv Oblast, where his family lives. He had recently purchased a home there, but a few months ago, a Shahed attack drone flew into that very garden. This new home, which he had dreamed of, was destroyed."

Ustymenko was also among the first 12 pilots to undergo training on the F-16 fighter jets and flew one from the summer of 2024.

"He mastered the aircraft very quickly," Holubtsov added. "Before that, he tested the Swedish Gripen, completing 13 sorties in Sweden. Overall, he was a first-class pilot."

Suspilne noted that the F-16 fighter jet piloted by Maksym had shot down seven Shahed drones during a Russian large-scale attack on 29 June 2025. An investigation will reveal exactly what happened then.

"There were a lot of targets in the air that needed to be destroyed," said Brigadier General Oleh Zakharchuk, Deputy Commander of Air Command Zakhid (West). "I am convinced that if he had even one chance to survive, he would have taken it. The jet was damaged and had to be diverted away from a populated area while maintaining controllability. It's very difficult, but Maksym did it."

Source: Pavel in an interview with the BBC, as reported by European Pravda

Details: The Czech president did not rule out that the elections would lead to a change of government and made it clear that the priorities of the possible new government, particularly regarding aid to Ukraine, are challenging to assess at this early stage.

"Right now, all my efforts are focused on maintaining a unified approach to security and defence issues, including our policy towards Ukraine. Because I believe that supporting Ukraine is an integral part of our own security," Pavel said.

He added that he is discussing these issues with all the leaders of the parliamentary parties expected to be part of the next government.

US State Department spokeswoman Tammy Bruce has said that the United States has not suspended all arms supplies to Ukraine and that the Pentagon's decision the day before was just "one situation".

Source: European Pravda, citing Bruce at a briefing

Details: Bruce was asked if the suspension of arms supplies to Ukraine might complicate peace talks with Russia, as it could lessen the pressure on Moscow.

Bruce replied that this "is a very good question. But it’s good that it’s not going to be a factor".

Quote: "Because we haven’t paused sending weapons to Ukraine. This is one aspect, one situation, one event that has been changed. As you heard from the Department of Defense, there are multiple robust other options and efforts regarding the Ukrainian situation with weapons."

Details: Bruce added that US President Donald Trump also "indicated his remaining commitment regarding Patriot missiles".

"This is not – I will reinforce this – this is not a cessation of us assisting Ukraine or of providing weapons," she said. "This is one event in one situation, and we’ll discuss what else comes up in the future. But be wary of painting too broad a brush there."

She added that a statement by the US Department of Defense (DOD) clearly says "they have robust options".

Quote: "We continue to work to assist Ukraine when it comes to the options that they might have. That’s from the DOD. And I don’t doubt that. So we should, I think, be cautious about judging the nature of what has just occurred considering our commitment that remains for the country of Ukraine."

Later, Astra reported that it had geolocated the footage of the damage in the car park, which the governor had previously mentioned, and concluded that the target was in fact the Energiya plant.

"Footage provided by eyewitnesses shows that one of the UAVs hit the asphalt near the plant and a fire broke out on the territory of the business itself. The photos and videos indeed show the territory of the Energiya plant and its main building," the message reads.

Lipetsk is home to a Russian military airfield where Su-34, Su-35 and MiG-31 aircraft are based. It was also attacked in August 2024.

Voronezh Oblast Governor Alexander Gusev also reported a UAV attack. He claimed that the roof of a house had been damaged in Voronezh when debris from a downed drone fell on it, while one village had been cut off from the power grid due to a damaged transmission line.

In the morning, the Russian Ministry of Defence asserted that its air defence units had destroyed "69 Ukrainian drones", adding that 27 UAVs were supposedly shot down over Belgorod Oblast, 22 over Voronezh Oblast, 10 over Lipetsk Oblast, 8 over Kursk Oblast and 2 over temporarily occupied Crimea.

Meanwhile, Belgorod Oblast Governor Vyacheslav Gladkov and Alexander Khinshtein, acting Governor of Kursk Oblast, made no public remarks about the attacks.

The Telegram channel Astra also reported that Rosaviatsiya (Federal Air Transport Agency) had imposed temporary restrictions on flights at the airports of Saratov in Saratov Oblast and Tambov in Tambov Oblast.

Yevgeny Pervyshov, acting Governor of Tambov Oblast, did not comment on the attack but reported a fire at a facility in the city of Kotovsk that killed three employees.

Quote from Pervyshov: "As reported by the Kotovsk mayor, a fire broke out at one of the city's facilities on the night of 2-3 July. Early reports show that the cause was a disruption of technological processes. The fire was quickly contained... Three employees were killed. Three more people were injured, two of whom were taken to hospital."

More details: Pervyshov did not specify the exact location of the fire, but Kotovsk is home to several factories, particularly a gunpowder plant, plastics factories, a technological equipment factory and others.

Kremlin leader Vladimir Putin has signed a decree allowing new foreign investors to put money into Russia without restrictions on capital outflows.

Source: Bloomberg

Details: The decree permits investors from abroad – including those from so-called "unfriendly" countries – to invest in Russian financial assets without having to place their funds in blocked Type C accounts.

Foreigners investing in Russian securities for the first time will now be able to use Type IN accounts, enabling them to repatriate profits freely. However, restrictions remain in place on already frozen assets.

Since the start of the full-scale war, Russia has imposed capital controls and frozen tens of billions of dollars in foreign assets. The new decree aims to attract more foreign currency amid financial pressure and sanctions.

The new rules do not apply to existing investors, whose assets remain blocked in Type C accounts.

Russian forces occupied 556 sq km of Ukrainian territory in June, marking the largest monthly figure in 2025.

Quote: "The trend from May, unfortunately, continued in June. As a reminder, during the most critical month for us – November – the Russians advanced by 730 sq km.

The largest advances were recorded on the Novopavlivka and Pokrovsk fronts – 29% and 27% respectively. Sumy Oblast also ranks among the top with 18%. This means three-quarters of all advances took place in just three areas. The remaining quarter is distributed almost evenly across other sectors of the front (4–6% per sector)."

Details: The analysts note that the Russian advance is "driven by manpower shortages, which are now critical for both sides". Meanwhile, there has been a decline in the number of mechanised assaults.

"Enemy assaults involving just one to three infantrymen are no longer surprising. However, the number of such groups remains significant," the analysts say.

Background: On 1 July, for the first time since February, the General Staff's operational maps of the front line showed Russian advances in Sumy Oblast (North Slobozhanshchyna front).
