[Edit] ok I was blind, there is already an option for that in the settings called "show action bar by default for comments" not sure, if this came with .33 or not but I'm happy now :D

But I agree with Celsiuss - long and short press actions should be swapped!

One suggestion:

Can you make an option to hide the controls for comments (up/downvote, permalink and so on...) and make them only pop up when I press on the comment?

When reading the comments of a post, the controls take away a lot of screen space. I don't want to interact with very comment, so hiding the controls would declutter the comment section imho

I used to see this action bar in my "messages" tab but I now just see the collapsed version without the action bar, even if I press and hold.

I have action bar on by default.

Is there a way to turn it back on?

Edit: I can seem to tap on the upvotes section to bring up the action bar, but still can't seem to keep it persistent.

Edit 2: it also weird that the same interaction does different things based on the context. In a thread, that same button shows or hides replies. In the messages it hides the comment itself?

Yeah it think this changed from version .32 to .33 I remember having the action bar on permanently until I upgraded today.
