Unless their life was being threatened or there is an open season on wolves and they have a hunting license, hopefully the person is found and fined for poaching or potentially tally for firing a firearm in a residential area.

You don't need a license for wolves. And if you read the story the wolf entered a farm and you are allowed to shoot them if they are harassing your livestock. And you didn't read the article at all they hired contractors to kill this wolf dog as it was causing lots of problems but it wasn't the conservation officers or the contractors who shot it and nobody has reported shooting it so it's a mystery.
