I love the response after was "you're just a baby!" from the super long-lived races and "should I call you Sir?" from the short-lived one (since he's clearly older). They don't say anything about tall-men being babies (comparatively), so I think it's still a size thing.
It totally is. They treat the orc adults like adults, even tho the chief was a mere 21.
It just happens that halflings both look like children, and to them, are the age of children.
