The point of unscalable attack time was to force slow skills to have a place in the game. In a vacuum, it makes plenty of thematic sense for two-handed mace skills to be slow, because two-handed maces are heavy. However, it makes zero sense for a character with very high Strength to be just as slow to use such heavy weaponry as a character with low Strength. Thematically, a generic Ranger or Witch should find a two-handed mace to be heavy and have difficulty wielding it; a generic Warrior should not, a character with Giant's Blood should certainly not, and a (successful) Strength-stacking character should especially not. In practice, this all tracks: Rangers and Witches start further away from most of the Strength on the tree than Warriors, and characters who are either stacking Strength or just using Giant's Blood are the most eligible to use these skills. Therefore, thematically, Strength should lower the unscalable attack time associated with "heavy" skills such as Sunder. Other major thematic elements could lower it as well, like Warrior/Marauder Ascendancies, relevant Keystones/Notables on the tree, and certain Unique items.
