This community is inspired by the concept of text that conveys opposite messages when read in a different manner. But what is the context? Would children unknowingly run into a parked vehicle there or something? I am probably missing something obvious here.

Sounds rather like parking + no pavement = child unknowingly walking before parking vehicle

OH, so it's not a problem with having a vehicle at rest in that space. The problem comes from a moving vehicle entering that space in any way in the first place.
