It looked lik Maguire was grabbing the Copenhagen player/deliberately obstructing him by grabbing him might have been the pen. You can stiff arm and nudge of in challenging for the ball but if you raise your hands and smother a player from behind it's gonna be testy even if most get away with it.

Haven't seen the replay of the Maguire handball in real time, only in slow-mo. In the slow-mo replay it does look like Maguire intentionally uses his arm to block the ball. But I can't say for certain without watching it at normal speed. Because the Copenhagen player's flick of the ball looks extra slow on the slow-mo replay.
