As many have said, skyscrapers are kinda broken. Both in the fact that there's number of employees are broken and that it's a huge step up from low density offices.
But also, functionally, skyscrapers in the game don't work like they do in real life. Many skyscrapers are mixed use, something that isn't in the current game. Skyscrapers can also occasionally have underground stations attached, roof gardens, libraries and other services. Additionally, there aren't many unique skyscrapers, it's easy to just go create a bunch of generic office skyscrapers to try and meet demand.
For starters, I would make 'high density office' buildings become a similar size to the high density commercial. Maybe keep around some of the current, smaller towers. This would just be a normal zoning category. Generic office towers and residential towers would remain unaffected.
As for skyscrapers, they would be a whole new feature. There would be a bunch of various designs, and be modular with various upgrades.
Each skyscraper model would have a certain amount of floors. These floors can then be used in several ways.
You'd be able to choose how many floors would be dedicated to residential, office and commercial. Other floor uses could be hotels, hospital, welfare office, the options are endless.
You could decide to add underground parking, or instead an underground station.
For certain buildings, you could even have a roof garden, or instead a functional radio mast.
Skyscrapers would become a unique, special building with a lot of impact on a downtown. They wouldn't just be something you zone and forget about, but something you work towards and plan for. They would be able to fit a variety of roles and be tailored to any location.
Would also be a good update to add helicopters as a mode of transportation, as maybe a helipad could be an option for a roof.
Another part of this update could be to rework underground assets. Allow them to more easily connect with underground roads, parking garages and paths. It would be cool to be able to walk from an underground station directly to a nearby destination, reducing Padestrian crossing usage for example.
Would would people's thoughts on something like this be? Would it appeal to you, or would it just add bloat?
