Well, maybe I am just a bitter old fart ;)
But to me these party programs have little to do with what they actually plan to do and more about signaling potential coalition partners and voters that eye for certain coalitions (as voters usually vote strategically with a certain coalition in mind).
This party program IMHO stinks of them wanting to go as strong partner into negotiations with the CDU, while keeping enough somewhat leftist points around (but not enough to alienate center former CDU/SPD voters) that an alternative center-left coalition stays a credible threat in the negotiation.
Furthermore some of the left-leaning talking points are pure lip-service that even their own voters don't believe in anylonger, but which can be "nicely" used in negotiations with the CDU (but no-one else) to get concessions about other points.
