Russia wants ceasefire in the area, meanwhile UN blocked international inspection at the site, undobtedly it would confirm that Ukrainians shell the nuclear plant.

You are confusing fake news (articles that are completely fake) with disinformation (a smear phrased that actually just means things western governments don't like).
