The budget is without such things

The budget for Ukraine has come partially from our military budget and partially special budgets so far (or foreign aid)

Was a assumption because thats how it was before, see source.

Its very common knowledge in Germany and currently about 2/3 of political news

Im speaking from a German perspective and all of this is pretty common knowledge here. Its also a major driver for the extreme right and the new pro Russia party (BSW, wich is quite basically a modern version of the SED from GDR)
