If this is true and the cops are back-peddling you'd want to hope that IHA kept the receipts because otherwise they are gonna get tossed under all the buses.

I think there's possibly differring definitions or intentionally vague usage of 'incident' here.

What is meant by 'incident'? Just a protest? Non-violent disruption of games? Or arson (as suggested by the mention of the synagogue arson)?

I think there's probably a lot of wiggle room (even if the advice was in writing) for both the cops and the IHA to claim they intended or understood the advice differently.
