I hate to do this, but: Betteridge's law of headlines

Taking note from other dictatorial states, it could be in line with:

  • "Rude night-time drone attacks on Moscow"
  • "Chinese citizens begging the administration"
  • "Russian citizens begging Putin for help in oil spill disaster"
  • "Woman screaming at an apple in Hong Kong"

...and similar veiled critic presented as a "Plea to the King".
