When should something no longer be considered a spoiler? In general use your best judgement. If want something more specific,
- For films, wait until it's been released to streaming for at least a few weeks.
- For TV shows, consider the whole season as a spoiler until the last episode of the season has aired, then wait a few weeks.

I think no one would know but I think the idea of having villians they can reach back into at times is of value for subplots or even full on threads. Like Ultron could come back.
I want them to do more than villian of the week
Strong agree. I think Loki is one of the best MCU characters because of his frequent appearances as a reoccurring villain or general annoyance. I would love for The Leader to have gotten away in this film, secretly working on something.
Look at Thanos, his first major appearance is in Guardians of the Galaxy where he's working with Ronan. From that point on we don't know what he's up to, but he's out there.
Ultron is another great example. Ultron, like Arnim Zola, should be squirreled away somewhere.
