Many times we hear of a subsidiary of a major conglomerate say absolutely mad things, that no sane person would believe. That's because the message isn't for outside people, it's a message for internal politics, to go up the chain of command in the conglomerate... It's spin tailored for a literal handful of people. It doesn't have to make sense.
Hell the people the message is for probably don't believe it either, but they are playing internal politics so reality isn't exactly a priority, just their internal power struggle
