Are you seriously telling me that Biden didn’t know it wouldn’t pass? The man’s been entrenched in politics his entire life—he knows exactly how the system works. And yet, he still made that promise.
With rapidly detorirating set of political norms, it's hard to know what will/won't happen.
Still he did cancel a huge chunk of student loan debt, even though the Supreme Court shutdown a larger chunk he was pursuing - source
Also, we've seen the supreme court doing all sorts of crazy things that no one expected (they basically made up facts for overturning roe v wade).
