People who just use a web browser can easily move over to linux.
The main problem is the "power user" types who have built up years of windows specific knowledge and don't want to learn a new system and don't want their knowledge to become useless. These are the people that normies go to for advice on computer related questions and they aren't going to suggest moving over to linux even if someone only uses their computer for web browsing.
