I feel like they'd more successful in preparing for secession.

This is a tiny (insuficient without more) step towards that. Declaring ICE and other Federal agents to be outlaws (No penalties for murder, theft, rape) would reduce their presence. South Carolina declared that it should not collect/submit to 1828 tariffs, and were the seeds of secession 30 years later. That Californians should be forced to buy cars from Detroit made $20k more than Chinese EVs, or Pensylvania steel 50% more than Chinese, requires a desire for unity, and conditions of harmony.
