16 inches is not low (assuming they set it to the highest settings)
Sorry, the ones I've seen were all lower than that.
To be fair there aren't many reasons to use higher settings on paved roads. And the one in the picture looks like it's set to the correct (off-road) height, doubt it's gonna help tho
