It's the way it's misused that's the issue. UK has also banned the rough sex defence because dangerous perps were claiming they accidentally killed their partner. In the UK non fatal strangulation is a criminal offence because it's known to be a warning sign for dangerous perps.

This is set out in section 75A(2), providing a defence for a person accused of strangulation or suffocation to show that the other person (the victim) consented to being strangled or to any other act that affected their ability to breathe.

So the UK actually does know that some people do it for fun. Just choking someone has nothing to do with being dangerous.

Banning media is not the solution, building a judicial precedent around that type of defense is.

Don't know how it is in the UK, but not all countries have judicial precedent. Lawyers can use precedent to argue their cases but judges are not necessarily bound by them.
