Final Fantasy 2 is already seen as one of the strangest titles in the franchise. As it turns out, the game was almost even more different than it already is.

tl;dr They almost made it a direct sequel to the first game.

Akitoshi Kawazu, game designer for the first two games, went on to create the SaGa series and further refined the leveling system as part of that series.
