One issue planners have run into in DC and Baltimore is strong resistance to bike, pedestrian, and even streetcar infrastructure due to gentrification fears. How can this be overcome?
well, political capital and willpower from elected officials can't hurt, and i think that's usually the biggest inhibition when it come to local things like this. anecdotally YIMBY groups seem to be the most enthusiastic about pushing for this stuff, so in a local context those groups tend to be good starting points for building the political willpower and dispelling fears
