I'm not sure I understand. How would air defense cause an nm explosion on the ground?

I've updated the title for clarity. The governor of Rostov reported the explosion was caused by Russian air defense responding to UAVs.

Russians almost universally claim all drones were shot down. Even when it is 100% apparent the drones hit their target. I remember a few weeks ago the same government building was hit twice in two days, and they were claiming both drones were shot down.
