I think it's just someone with a downvote compulsion, like how most of us pick our noses. Unfortunately you cannot downvote in private.
From what I read, it's pretty easy to track who's voting what if you want to.
Nah I don't care. Downvoting is there for folks to use if they want. I don't need to know who or why.
