Before anything else, IANAL and TINLA.
The #Philippines, like South #Korea, have a law that “exempts a family who commit theft, swindling and malicious mischief from criminal liability exists”.

This is probably what the police meant. Though, should have been still liable for civil.
Or, maybe, there is an IRR that states anything under a certain amount + it falls under this exemption, is indeed not qualified even if only for civil.
I think, the idea behind it is to encourage it being solved within the family instead of the family unit being destroyed because family members and relatives are filing cases against each other.
