Looking at your map:

• Russia takes up a significant proportion of the grey zone. Russia isn't going to help Ukraine beat Russia.
• China is Russia's ally, and won't do anything publicly.
• Africa can't realistically be counted on to provide aid to any conflict on any side - they just don't have the resources

So what you're saying is, South America, the Middle East and Southeast Asia aren't providing aid.
