Does anyone have experience with a handheld 3d scanner under ~$1000 that isn't garbage or effectively e-waste that they would recommend?

This website has a lot of information and topics about 3D printing. The article in particular is on 3D scanners. It breaks down a lot of options by several factors including cost. Unfortunately, I don't have a 3D scanner yet so I cannot recommend anything based on my personal experience.
