Arsenal will bid again after 2 proposals rejected in the recent weeks. They are not giving up at this stage.

…both City and Arsenal had plans to bid for Rice this week.

Part of it is me preparing for the worst. The rational reasoning is did he say that after City showed interest - because City are currently the best team in Europe. And Rice probably looks at this as changing jobs. Our perspective as fans is different from a footballer’s. City looks like the more rewarding job right now surely.
