However, Apple has opted not to suspend its other services in the country – especially the App Store. Although the company has never commented on its decision, it’s likely that it has chosen not to deny Russian citizens access to apps and information. Hardware services are also provided for Russian customers.

This seems like a silly reason to me to continue to provide services in Russia. Apps and Apple are not required to find information. In fact, would taking away services to Russians not cause them to further question their leadership and ask why their services are taken away?

The more inconvenienced the population the more likely they are to not support the actions that are inconveniencing them. Instead Apple just helped fund the Russian war effort.
