Someone just getting a little bit of coke for a fun weekend is one thing, and youth getting their hands on it is another. Believing one should be prevented to prevent the other has lead to neither actually working.
Illegal distribution gets protected by the people who partake, in effect creating a dome of defiance that no government actually has any control over. Even in the Philippines, when they executed drug dealers in droves, the distribution didn't stop. It just gets more well hidden.
But if you allow well meaning and adjusted citizens access, they will comply with the law. You can then also more severely punish those who say give or sell away the substance to youth, because there is no longer any contention about what the problem is.
The drug was never the problem. It's how it's distributed and the laws around it.
