Seems like Europe isn't into the whole planning for the future thing. Both China and US have emergency stockpiles.

They were deliberately pushing market liberalisation and cutting natural gas stockpiles before - https://www.euractiv.com/section/energy/news/the-evolving-role-of-gas-storage-in-europe/

And in that 2019 article it's hailed as a triumph of market liberalism....

Isn't that unrelated? the article is talking about famine in places that couldn't afford the increased prices.

The EU doesn't import a lot of grain, from the figures I could find. They're largely self-sufficient.
