I switch between using my phone and a Fire HD 10 and honestly I've went back to using my phone more in recent days. Like the other person suggested, Tachiyomi is godsend for reading manga/comics but is android only*.
Personally I find 10 inch tablet actually a bit too big and heavy espeically with a flip case. I think 8 inch may be the sweet spot if you were to get one.
*In the meantime, can I interest you in trying Tachiyomi on your surface through Windows Subsystem for Android? I just recently found out about a way to have WSA work and run APKs on Windows 10 natively; and Tachiyomi seems like a good use case for this since you said your current setup is clunky.
