A private tiktok alternative would simply not be a tiktok alternative. The core feature of tiktok is the aggregation of all its users watching behaviour to optimize the next best video to show its users next.

Pixelfed is one of the alternatives to Tiktok which is Open Source, allows federation via ActivityPub and can be self hosted. You can only upload mp4 videos right now, they don't really say which formats work well and which don't, though.

Right know there isn't a proper tiktok private alternative. However, there are many private social network platforms that are part of the fediverse
I don't think a privacy-friendly replacement for TikTok will appear in the future because there is not much demand for it. But I have found a CLI client for TikTok.
There may be short video sharing services that have better terms of service than TikTok, even if they don't meet the level of privacy required by /c/privacy and the privacy community.
