I found this on The Verge, though it originated on Vice. I tried posting a screenshot, but that didn't work:

Let's theorycraft. All balls = the promise of bountiful offsprings; no shaft = limp dick = can't perform the sex act. Therefore, Musk is all bark no bite.

Sometimes this is expressed as “all balls, no forehead” or “no brain”. It means someone who is headstrong or has plenty of enthusiasm, but lacks the ability to follow through.
