I think the Biden administration is trying to position the VP as more progressive on Palestine. They know the majority of Democratic voters do not support the ongoing genocide.

I get that sense too re: positioning of Harris
She has been totally ineffective as VP. Perhaps their Hail Mary is by repositioning her as a champion of human rights they may be able to claw back some of the support they've squandered.
Since when is VP a job that does stuff? I've seen no complaints about her use of the Senate tie breaking power.
You know it's funny but I seem to remember Dick Cheney was pretty active. He was a total bastard but he got things done.
