Half the year, yes. Ukraine uses Daylight Savings. Russia does not.

Ah ha! This is the sauce! I couldn't figure this after looking at the time zones. Thank you for some sweet context. DST is the debbil. It was forced on much of the US by retail business lobbyists to, get this, have people commuting home earlier in the winter day so they'd shop more on the way home. They figured people would buy more if it were still daylight. There's a county in Indiana that doesn't recognize DST and never has.
