I remember this guy from an advert. In the next panel a man in a chef's hat kicks him out of a diner and tells him to 'go fly a kite'. He takes that as a revelation and becomes a kite-themed supervillain. Spiderman defeats him on his first heist with Hostess Fruit Pies.
