Damage reduction applies to hits that would reduce current health by 33% or more, reduction applies before taking the hit. Lose a charge when reducing damage.
Note that its "current health" and not total health, so it gets applied more consistently as your health pool is reduced until you are out of charges. Effectively if you are at half health, you now only need to take 16.5% of your total life to apply the dmg reduction.
You get hit for 25% of life and it doesn't apply, you're at 75% life now, you get hit again for 25% of total life again, now it's 1/3 of the remaining 75% and applies. So it's effectively a protection mechanism as your life pool decreases.
I understand that GGG sort of wants big hits to kill you, but there should also be some value to stacking armour. And without Determination/Grace/Discipline in the game it's much harder to stack multiple types of defenses, since the flat amounts mostly comes from your gear. So there should be more value to stacking pure armour as there already is with evasion (ghost dance, wind dancer, acrobatics, invoker) and es ( % es scaling your EHP massively vs all types of damage, grim feast)
Scavaged Plating doesn't help you when you need it, harder fights, and it's not a flat reduction, which is what you need vs big hits.
