Almost every time I start a city, I envision progressing through the milestones and slowly upgrading and making things look unique and livable.

But almost 100% of the time I end up getting too focused on what things should look like early and get stressed out with road hierarchy and other things and get so overwhelmed just thinking about it that I give up.

Is the game still fun if everything is unlocked and you don’t have to manage income?
