They probably just wanted to save themselves the headache from trying to explain a third thing to a nonreceptive mind and ~~dropped the issue~~ let some other unfortunate soul deal with the invalid plates.

The delicious irony of this is that real USDOT plates are explicitly for commercial vehicles, which sovcits claim their cars aren't. Some of them actually get real USDOT numbers and print them on fake plates. So there's a chance this guy's number may have been legit. Hell, he might've even had a real USDOT plate somehow. But again, the magic doesn't work like they think it works.
