In my dream, something along the lines of this was said by a narrator (who sounded like the one from peppa pig and/or kurzgesagt) of an animated kids show in an episode about physical boundaries

I think it means that bad touchers act like the body and soul are separate in a way that means they can touch the body without changing the person's conscious experience
