A $20k signing bonus in Russia's economy is nothing to sneeze at. Especially if you're living in Moscow as a migrant from somewhere else, with not a lot of good options.

There are heartbreaking stories of African men signing up, for that reason, and basically just going into the grinder on day 1 without a chance. $20k for your family sounds great but it doesn't help you when you're making sunflowers.

Mostly it was a joke about how much effort the Russian government has put into 'sparing' the politically important urban centers from feeling the effects of the war, as far as possible, and offloading the burden to rural areas and the ethnic republics.
