I'm thinking he (or his handlers) were worried about winning the next election. Ontario provincial votes tend to swing the opposite direction from the federal votes. With all signs pointing towards a Poilievre government incoming sometime this year, and these tariffs likely to cause big pain specifically in Ontario, an election a year from now would likely be a lot harder for Ford to win.
