Start mass production and fill them with 150,000 tungsten balls. Aim them at every Russian military base within reach.

...and any flesh it hits. Put a very large amount of tungsten balls in a missile and explode it over training grounds when the Russian army unit is celebrating something. Has already been done with ATACMS.

There's the R360 Neptune which was originally a Soviet era anti-ship missle. Ukraine has since turned it into a land attack weapon. At this point I'm fairly confident Ukrainians could find a way to weaponize a rotten tomato if they had a large enough stockpile
