Tesla has refused to sell cars directly in Texas, because Texas has a mandatory dealer franchise law that does not allow OEMs to sell automobiles directly to consumers.

I don't know what the situation is now, but it used to be that you could go to a Tesla showroom in Texas to look at a car, but you had to legally complete the purchase in a different state.
