This has been happening, ongoingly since 2005. If you had taken the trouble to read, even cursorily, the wikipedia article you would know this.
Little monitoring and record keeping has been conducted, including even where projects occurred.[2]
The Sudan and Southern Sudan insurgencies further complicated monitoring. Locusts have damaged multiple projects.[2]
