To be clear, this is the standard mandatory conscription of young Russian men that happens every 6 months. These conscripts should not be confused with mobilized personnel; it is illegal for them to be used on foreign soil and, to this point, the Kremlin has held to that and not even used conscripts in the regions of Ukraine they've claimed as their own. For some reason, possibly fear of the reaction of the conscripts' parents, the Kremlin has avoided breaking that particular social contract so far. Once their 12-month conscription period is up, however, they are eligible to be mobilized as reservists and sent to war.
